Administrative Justice wins the 2024 Digital Agenda Award with the best innovative project: “Business Intelligence and Artificial Intelligence Platform”

Net Service, a company of the NSG Group, is proud to announce that the Administrative Justice General Secretariat of the Council of State has won the “2024 Digital Agenda Award” for the most innovative project, titled “Business Intelligence and Artificial Intelligence Platform,” in the category dedicated to Central Public Administrations.
As part of a temporary consortium led by IBM and N&C, Net Service contributed to the project’s success by bringing advanced expertise, research centres, and specialized AI competence.
Net Service was specifically responsible for the semantic search component, developing a solution based on Natural Language Processing (NLP) models to support Administrative Justice. The system allows judges and legal professionals to perform searches in natural language, moving beyond traditional keyword methods toward a concept-driven approach focused on legal meaning. The semantic model generates vector representations of legal texts, compares content, and assigns similarity scores to identify the most relevant judicial precedents. Thanks to this innovative platform, the Council of State received this prize from the School of Management of the Polytechnic University of Milan, recognizing it as the most innovative public administration project.
